Cargo Warehouses Should Prepare Computers and Relevant Networking Facility

I. Customs Offices, Warehouses, and Inspection Sites:

1. Cargo warehouses should provide customs office, warehouses, and inspection sites with necessary computer hardware, and software, independent networking system, networking equipment, communication route, urgent power supply (UPS), sockets, and so on. Warehouses and inspection sites are also required to install wireless networking system.
2. Backup systems are required for all facilities to respond to malfunctions or disasters.

II. Cargo warehouses with express handling units should provide exclusive F/S (FILE SERVER), independent database, and W/S (workstation).

1. Cargo warehouses should provide independent networking system and facility, urgent power supply (UPS), sockets, and so on.
2. Cargo warehouses should apply exclusive e-mail account to the trade value-added network (Trade VAN) for exclusive accessing F/S to download or transmit Electronic Data Interchange (EDI) information related to import/export clearance.
3. Import System:
(1) Exclusive F/S should be able to receive the information of simplified 5107, simplified 5110, and simplified 5116 transmitted by the Trade VAN to comply with the system of express consignments clearance.
(2) When an import cargo being checked in, W/S of F/S should be able to identify its clearance mode (C1, C2, or C3) and its quantity by scanning the bar codes and reading the simplified 5107 EDI. Also, W/S should be able to immediately print and stick “label,” containing bill number, clearance mode, declaration category, inspection platform, cumulation number, and tax, on the cargo. If no customs mode is shown, it indicates that the cargo has not been declared; consequently, F/S should record and then print an “undeclared cargo label,” including bill number and undeclared message.
(3) When an import cargo being checked out, W/S of F/S should be able to identify whether the cargo has been cleared by reading the simplified 5107 EDI. If it is ‘release before duty,” W/S of F/S should be able to identify and print tax bill by reading the simplified 5107 EDI.
(4) Exclusive F/S should be able to print and search: checked but uncleared cargos, cleared but uncollected cargos, and cargos without declaration information.
4. Export System:
(1) Exclusive F/S should be able to receive the information of simplified 5107, simplified 5204, and simplified 5201 transmitted by the Trade VAN to comply with the system of express consignments clearance.
(2) When an export cargo being checked in, W/S of F/S should be able to identify its clearance mode (C1, C2, or C3) and its quantity by scanning the bar codes and reading the simplified 5107 EDI. Also, W/S should be able to immediately print and stick “label,” containing bill number, clearance mode, declaration category, inspection platform, cumulation number, and tax, on the cargo. If no customs mode is shown, it indicates that the cargo has not been declared; consequently, F/S should record and then print a “undeclared cargo label,” including bill number and undeclared message.
(3) When export cargos being palleted or loaded to containers, exclusive F/S should scan one more according to the simplified 5204 EDI information to double check if cargos have been cleared.
5. Safety Control
(1) The preceding F/S and independent database should be installed in customs offices or other appropriate locations. When maintenance or rearrangement is required, cargo warehouses should submit an application accordingly.
(2) For the use of exclusive F/S, cargo warehouses should be responsible for education training customs officers (including operation manuals).
(3) For records or changes of system users, cargo warehouses should hand over the right to the customs, which has the highest right.
(4) Every access F/S through W/S should be properly monitored (e.g. double passwords). The safety measures should be submitted to the customs office for reference.
